New Zealand’s AIP Growth Category to Include Build to Rent Investment

New Zealand’s AIP Growth Category to Include Build to Rent Investment

Announced in September 2026, the change will give investor migrants a new way to support purpose-built rental housing through approved managed funds.

New Zealand’s Government has announced that eligible Build to Rent developments will become an acceptable investment option under the Active Investor Plus (AIP) Visa’s Growth category in December 2026.

The change creates another investment pathway for Growth category applicants, while supporting the development of new rental housing. The minimum investment requirement remains NZ$5 million.

What Is Build to Rent?

Build to Rent, often shortened to BTR, refers to housing developed specifically for long-term rental use.

Unlike purchasing an individual property to rent out, the new AIP pathway will allow investors to participate through approved managed funds supporting Build to Rent developments.

The Government’s stated aim is to attract capital into new rental housing, helping increase supply and provide more choice for renters.

How Will the New Investment Option Work?

According to the Government’s announcement, Build to Rent investment under the Growth category will only be available through managed funds approved by Invest New Zealand.

The key conditions announced so far are:

  • Minimum investment: The Growth category threshold remains NZ$5 million.

  • Approved funds only: Applicants must participate through an approved managed fund.

  • No direct BTR investment: Direct investment in Build to Rent developments will not be available under this new pathway.

  • No personal occupation: Applicants and their family members cannot live in a Build to Rent development funded through their investment.

  • Other requirements still apply: Applicants must continue to meet all relevant AIP Visa requirements.

Purchasing a rental property personally should therefore not be confused with investing through this new Growth category option.

What Does This Mean for Investors?

For investors interested in New Zealand’s housing sector, the announcement introduces a future opportunity to access purpose-built rental developments within the Growth category.

However, immigration eligibility and investment suitability remain separate considerations. An approved investment is not a government guarantee of financial performance.

The Growth category requires investments to be maintained for at least 36 months. A particular fund may have a longer investment term or restrictions on withdrawals, so investors should review its fees, risks and exit arrangements carefully.

What Details Are Still to Come?

As of 9 September 2026, the policy has been announced but has not yet taken effect.

Immigration New Zealand says further information on eligibility requirements, investment structures and implementation timeframes will be provided before the change begins. Managed funds will need to meet requirements relating to capability, governance and delivery.

The announcement alone does not establish that a particular fund or development qualifies under the new settings.

For prospective investors, the next step is to follow the detailed rules and review individual opportunities once their eligibility and investment terms are confirmed.
